Well, something is amuck with the valve. What you do is jsut replace it. The plastic gets brittle, eventually.
There is also a chance that the shut off valve washer is causing issues. If the problem persists, look into that, also. The washer sometimes shrinks and will not remain open. It is an easy replacement fix.

How do i fix my toilet which flushes just fine, fills with water then stops but every now and then will run for about 15 seconds then stop

Check your flapper and run your finger around where it seats to make sure there no ridges or cracks. Sometimes the flapper is off center and it will do that. Some other times the water valve that fills the toilet can stick. If it's the water valve change it with a Fluid Master all in one (valve & ballcock assembly) You can adjust the water level right on the assembly for how many litres of tank water before installation. They are very easy to install and alot of unnecessary adjustments will be avoided compared to the old ballcock style.

What do I do if the toilet continues to draw water and the water level on the fluidmaster 400 is properly set?

First is the water overflowing the overflow tube? This would indicate that the ballcock or flow master needs a seal or that it is rubbing the side of the tank (if it is rubbing the side of the tank twist it slightly). If the water level is always below the top of the tube but the flow master keeps on filling in bursts then you need to replace the flapper. Flappers will decompose slowly and black residue will come off to the touch. Wear gloves because this black will be on your hands for days. The flapper gets a slight ripple or curve that allows water to get by.

Eljer Windsor One Piece Toilet help - leaks water into bowl

I would go back with the ballcock kind. However, the flapper will need to be replaced. It is not seating properly. The fluid master is a revised version and a bit more efficient. It should work well also. They both work off buoyancy and shuts off water the same way.

Have fitted new fluidmaster flush valve, has a dual flush button operation but water constantly dripping down bowl so fill valve activates sporadically to maintain water level. how can i stop water...

Flapper not seating properly, either get new flapper or try a old trick i've used shut off water to tank and drain tank then add hot water to tank and let set for a while sometimes that will soften and seat flapper it's worth a try it's free.

Villeroy & Boch flush tank doesnt get water

Hi pervana....
You have an obstruction in your ballcock/inlet valve or the ballcock/inlet valve is malfunctioning and is need of replacement.
Try to move the float up and down inside of the bowl, this may loosen the valve and allow water to enter the tank.
If this does not solve your problem then you will need to replace the ballcock/inlet valve.

We have a fluidmaster 200a fill value and the water is just trickling into the tank. should we replace the whole unit?

Yes the 200a is not a anti siphon ballcock and you should have a 400a to keep you water from possibly back flowing into your water system.

Valve to stop water from running

IF YOU HAVE A FLUIDMASTER BALLCOCK,AND IF THE WATER IS CONTINUING TO RUN ,YOU NEED TO ADJUST THE WATER LEVEL,MOST OS THE TIME ALL YOU HAVE TO DO IS OPEN THE TANK LID AND ON THE LEFT SIDE YOU'LL SEE THE BALLCOCK,AT THE TOP IT MIGHT HAVE A BLACK PIECE THAT YOU CAN SLIDE UP AND DOWN TO ADJUST THE WATER LEVEL,OR SOME HAVE A PIECE THAT LOOKS LIKE YOU CAN USE A PHILLIPS HEADS SCREWDRIVER,ALL YOU HAVE TO DO IS TURN IT A HALF OF TURN EACH TIME UNTIL THE WATER STOPS GOING INTO THE OVERFLOW TUBE ,WHICH IS USUALLY LOCATED IN THE CENTER OF THE TANK AND IT WILLBE 1INCH ROUND ,IT ALSO WILL HAVE YOUR FLAPPER OR BALL CONNECTER TO IT.

Tank wont refill/how to fix

JC most commonly the ball **** will hang up on the side of the tank. Take the lid off and ensure that it is in the down position. If it is not bend the rodso the ball move away from the side of the tank. If the toilet is running continously and the tank won't fill you will need to either replace the flapper valve which is in the bottom center of the tank or adjust the chain on the flapper and handle to allow the valve to open momentarily and close once the water level reaches it and drains out the hole.If all of the above did not resolve the issue you will need to replace the ballcock valve which is the piece the water supply attaches to underneath the tank on the handle side and protrudes through the tank and has the ballcock rod attached to it. The best replacement is a Fluidmaster as they are very easy to self install and easy to adjust the water level in the tank. I hope this assists you and thanks for using Fix Ya. If I can be of further assistance please let me know.
