I have an evenflo exersaucer mega farmyard! I put the interchangable toys in a baby sanitizer as I do with all my babys' things, and they melted!! and the paint chipped off like crazy! is this a normal thing to happen to a babys' toy?

Did hey fully melt or just became soft and once they cooled they chiped either way this is not healthy for any baby. As a recomendation you might want to notify Evenflo because they might recall the item or place a warning.( just between you and I some people put these items outside and then let the babies play if it becomes hot enough outside and then cool enough to place a baby in the exersaucer, what ever is in the product like the ingredients so to speak may come out and intoxicate or harm a child)
So, is it normal? Probably not for it to chip but perhaps for the melting issue it is plastic after all.
