We need some more information as to what exactly is going on. I'm guessing you turn the phone on, get to your PIN entry and the phone will not allow you to use the PIN you know is right - does it give you a message?
If this is the case, you may have exceeded the amount of tries to unlock your SIM card, rather than your phone (can you try someone elses card in it NOTE:: some carriers penalise you if you remove your SIM card during a contract period).
Call your telco/carrier (Telstra, Optus, etc) and they will be able to unlock the card and supply you with a new PIN, which you can change once active.
