The laser/scanner assy has two motors with rotating mirrors on them. Did you cleaned their tiny reflecting sides? Dust collects on all sides the same uneven way due to air vortex around. Also check again all mirrors and the back of the lenses too. These printers tend to suck dust trough the lower fan and spread it into the right side of the laser/scanner assy. I usually remove the black plastic fan grate and cover the hole with tape to stop the dusty air coming inside. This fan is unnecessary for the printer, but the ECU checks for its rotation and if detached will give error. Also don't try to seal the L/SU to prevent the dust - will not help.
Replace the fuser.

I was able to fix it by taking off the top of the printer. This involved taking off 4 screws on the top of the printer. I then had to disconnect the wires going to the control panel by unhooking them from the right side. I then located a thin rectangular box which I'm assuming houses the laser. I removed this with 4 more screws and turned it over. There was a little metal flap that I moved back and below was the mirror the lasers shoot on before going onto the toner.
In the same spot where I was having fading, I noticed a lot of toner on the mirror, so I cleaned it of, put it back together, and the fading was gone.
This was after I tried a new toner and maintenance kit.

This problem is a fairly common one and it is a tough fix. The laser unit has 4 lasers inside that shine off mirrors. The magenta mirror is on the bottom facing up and so gathers the most dust. The black mirror also faces up but is higher up and seems to not collect as much dust but it can experience the same problem. If you go to this HP forum

I just cleaned the mirrors in my HP 2600n printer using those instructions. It takes about 2 hours to do, but it's easy if you just go slow and careful and follow those directions.
