Hi Dave: "My JVC 36" TV will not power on and has a blinking power light."
That means that the protection circuit has started because a fault had been detected.
If this happened after a power surge it is likely a faulty PSU board.
Try first leaving the set unplugged from power outlet for few hours, this will drain power, reset the protector, and fix problem related to accumulation of electrostatic charges on PSU power capacitors.
If unplugging does not work, that means that there is an internal fault. If this happened after a power problem of some kind, that means that probably one of the capacitors on powr board had blown, and must be replaced. The TV must be tested by a technician to find the fault.
Refer to the trouble-shooting section of your manual. Usually, with this technology, the lights (Lamp/Temp) on these sets are also used at diagnosis/fault indicators... so, your manual should tell you what a flashing TIMER light represents. If the manual, doesn't provide this information, then ring JVC and ask one of their technicians.
