It is probably the power button itself, or there is something wrong with the power board inside the monitor, the capacitors are probably on their way out, in these monitors cheap capacitors are used and they seem to fail within 2-3 years, these can be replaced by a professional and would probably be cheaper than buying a new one. either way, if the picture on the monitor is OK, you could just switch it off at the socket or wait for it to go into power saving mode.
