How to fix xp anti-spyware who blocks all my search engines. I am using dell inspiron netbook. Please help me.

The best way of removing it safely is to restore the netbook to factory settings. This will erase everything on the hard drive though.
If that isn't a good solution for you, then you can try to remove the infection. When the computer is booting (just after the BIOS prompts), press F8 to get the Windows boot options and select safe mode with networking.
Download the free version of Malware Bytes: http://www.malwarebytes.org/
Install it, let it update to the latest version and run a full system scan. Click the "Results" button and have it fix all.
Before you reboot, download hijackthis: http://free.antivirus.com/hijackthis/
Make sure everything that is starting up is supposed to be (stuff you want, and if your not sure google the name and see if its legit).
Then open your antivirus if it will run in safe mode, do an update and full scan.

Reboot the system. If your antivirus program wouldn't run / update in safe mode, do so now. Run Windows update to get all the latest updates.

turn off your antivirus before you try to revert back to xp. your system antivirus might see this as an attack on your windows 7,thus it won't allow you to install a different system.

The Dell Inspiron Mini 10 series of netbooks come with recovery software that can restore your netbook's original factory settings. Dell Inspiron Mini 10 netbooks with Windows XP, Windows Vista and Windows 7 can be recovered to the factory settings using a recovery partition on the hard drive.
Windows Vista or 7
Turn on or restart your Dell Inspiron Mini 10 netbook. Press the "F8" key repeatedly when the "Dell" logo appears on the screen to be redirected to the "Advanced Boot Options" menu.
Highlight "Repair Your Computer," and then press "Enter."
Highlight the language layout you want to use for your keyboard and click "Next." Enter your username and password if prompted. Click "OK."
Click "Dell Factory Image Restore," and then click "Next." The recovery software on some Dell Mini systems may require you to click "Dell Factory Tools" followed by "Dell Factory Image Restore" and "Next."
Click "Next" if you understand the netbook will be restored to its original factory settings. The recovery process will begin.
Click "Finish" when a message appears saying the recovery is complete. The netbook will restart and boot up to the Windows Vista or Windows 7 set-up screen, where you can begin personalizing your netbook.

Try system restore if it works normally after this also turn system restore off and back on again as the problem could also lie in system restore information.

I have a dell latitude d350 it is a great computer but somehow it got spyware and tuns of virusus on it

disable system restore and delete the restore points and then update your anti virus and anti spyware defintions and run a virus and spyware scan in safemode.

I cannot install any application because of virus

Disable system restore

Delete system restore points

Download anti virus and anti spyware applications such as AVG, a squared, spybot search and destroy.

Install them if possible, if not install them in safe mode ( how to get into safe mode ) but making sure to go into safe mode with networking so that you are able to download the anti virus definition updates as well as the anti spyware definition updates and then run scans ( only one at a time ) and that should allow you to remove the viruses / spyware / malwares that are installed on your computer.

Once done I would also advise running an online anti virus scanner such as trend micro ( free website to run anti virus scanner )

Have you tried AVG? It is a free anti-virus software.

By the sounds of it "2008 xp antivirus" is a virus. The people who make these viruses often choose names to trick users into downloading their viruses.
