SOURCE: electric surge turned off the clock,oven but the stove top works

do you have both legs of the 220v? on the board see if you have 120v at L1 and L2. if you do then you have a bad board.

I have a stoves 720ef oven and cannot get rid of the auto

The handbook says:-
To cancel the automatic setting and return the oven to manual operation, press the cook time and ready time buttons simultaneously. These are the second and third buttons from the left. If you have done that and it is not working, try turning the complete oven off for awhile - say 30 mins and turning back on. If this still doesn't work then it may be that the timer/clock has gone faulty.

Power was disrupted and stove needs resetting

Try turning the power off to the oven totally and leaving it for a few mins, then turn it back on. If this doesn't work you may have to have a new clock/timer. espares used to have them. If you don't see it listed, send in a request.

Test element for continuity first and if it has continuity you need to look elsewhere, possibly at they switch or thermostat as you said you shorted it out, let me know after you have done continuity and i will help you further if required, David "The Famous Forry"

Both lights on the top oven work when using it as an oven but when using it as a grill, they don't! There doesn't appear to be any other fault as the oven and grill still work fine. Any thoughts...

The unit is working as it should. The top oven lights will only come on when the top oven control knob is turned on. The grill control does NOT turn the lights on. If you want to see what you are grilling, then you should turn the top oven control on to its first position. This works even if the grill is operating.

Stove top ignitors do not ignite but oven does.

Electric gas igniters sometimes get stuck in one position causing a clicking sound. The clicking sound that you hear is the electric arc that is pulsing from the igniter conductor (wire) to ground (the gas burner). It receives power from the electrical outlet that the stove is plugged into.
Residue from food and sometimes cleaning products may be preventing the igniter from producing a spark (Arc) to the base of the burner. This is a common problem that occurs when the stove has been cleaned or food is allowed to build up. Make sure that the igniter and the burner base are clean and dry. This will help with proper operation. Oven cleaner and a small tooth brush may be used to accomplish this. Another problem with ignition may occur if you have too little (touching) or too much space between the igniter and the base of the burner; it will prevent the burner from igniting. You should only have a little more space than the thickness of a nickel between the burner base and the igniter. A good “blue” arc from the igniter to the burner base is optimal. If this doesn’t work, you may need to replace the electric igniter module. Good luck.
