Rheem FVIR or FV or TRD combustion shut-offs are meant to be reset/replaced by trained service technician.
I asked your question at the Tank forum a while back, and the pros there would not say how to do it, citing liability concerns. They were offended when I kept insisting on an answer, but nobody came forward.

I have personally searched Rheem website, and have not yet found service bulletin for FV or TRD replacement, or a guild for part number by model number.
If my research pulls up complete answer, I will try to post additional information to this thread
If have only seen this happen a few times, first, i save the part from old water heaters that i replace, so i always have a couple . Second , the vent at the bottom could be parcially blocked from dust so you dont have proper air flow (blow it out with air). Third the heater could be over heating and creating too much heat near the burner.

When the glass tube breaks is has done so because the screen under neath the burner is pluged and can not let the air into the burner. Which causes the flame to look for air or go to the limited air sorce. You must blow out the screen ad vacume it to remove any dust, lint and hair build up. Slos the sides were the larger holes are needs to be done too. If you dont it will quickly break the glass tube again and then they will not send you another one as only one maybe 2 per customer and you will have to buy a new water heater.
Sending to the home owner is there way to keep track of what water heater is breaking the glass tube and if not cleaned or it does it again they can sell another water heater but hopfully the home owner will by a diff. brand that does not have this type of safty.
You are playing a risky game with a gas appliance. Those saftey features are made from hazard situatiars that were found out and learned the hard way. You take a big gamble with yours and your families lives by bypassing the saftey feature on a gas water heater. Best of luck to those who care to take such a gamble.
Clean your tank. may have too much settlement of sand or calcium deposits which makes burner to overwork to heat water or check thermostat as it could faulty

Disproportionate number of water heater problems are Rheem-related, yet Rheem is just 1 of 3 major water heater manufacturers.
If you have Rheem tank-type gas water heater, and the combustion shut off has tripped the FV system, then there is a broken glass vial located under the burner.
Rheem does not post service manuals, and they may or may not send the glass vial for replacement. Depending on model which appears on label on side of tank. Year of manufacture are 3rd and 4th digits in serial number.
And they may want you to contact a qualified service technician (plumber)
You will have to replace glass vial, and clean the arrestor screen and clean the combustion parts, check gas pressure, and check venting.
Other companies post service manuals and do not rely on the glass vial.
