It means the computer has encountered a critical error when booting up. One reason may be the power. If your power supply is rated 110V and you plugged it in to 220V, it could be one reason. Another is, you have a bad RAM. Turn off your computer and unplug it. Then try opening the computer case, remove the memory and clean it with a clean cloth, and then put it back firmly. If that doesn't work, do the same with your video card (if you have one). If that still doesn't work, you'll need your computer to be serviced.
