You cant turn on to the network means you needed to unlock your mobile according to the network you reside ,What you will need to do is first find out your mobile phone IMEI number. You can find this by typing in *#06# and then hitting the enter or
send key on your phone . This number is completely unique to your phone and will be used to generate or calculate an unlock code for your phone . Keep in mind this only works with GSM or SIM based phones and not CDMA ones. Get the unlock code here
http://www.theunlockspot.com/unlock-your-phone/rs10wp2/ using the unlock code specified in it you can turn on to the network you reside..

Connecting to the Internet When you turn your phone on for the first time (with the SIM card inserted), it should connect automatically to your mobile operator's data service. You can start browsing the web straight away.
Checking your current data connection settings Your phone has been set to connect automatically to the Internet through your mobile operator's data service. If you don't get a connection automatically, check your network connection settings.
  1. From the main Home screen, press MENU, and then tap Settings > Wireless controls.
  2. Make sure that Mobile network is turned on.
  3. Tap Mobile network settings, and then check the following:
    • Automatic setup is turned on.
    • The name of your mobile operator is displayed in the Network operators item.
    • The right mobile network is displayed in the Access point names item. If it's not the right network, see your phone's user guide to find out how to add a new access point.
Turning the data connection off You can turn off the data connection to help optimize your phone's battery life or to save money on data charges.
  1. From the main Home screen, press MENU, and then tap Settings > Wireless controls.
  2. Turn the data connection off by tapping the Off/On switch of Mobile network. (Tap this switch back on if you want to connect to the Internet again.)

Blackberry Bold use Wi-Fi network or mobile first

Yes, the Bold 9700 will use wi-fi in preference to the mobile network whenever both are available. I had one for a month, it was my primary means of internet access and I didn't get charged a penny for any data usage. I used it on both my home wireless network and in many public hotspots.

In any case, it's easy to check: the top of the screen will show the wi-fi logo in white when connected and greyed out when wi-fi is switched on but not connected.

I hope that this answers your question, if so then please take a moment to rate my reply. If not, then please add a comment and I shall expand upon my answer to suit your needs.
