I have used VHF radio throughout the boating season. I ride my boat quite often and haven't had any problems. The radio works as it should, communications are clear, lots of customizable settings, great battery life (I only had to charge it once this season and left it on for days), very durable feel and great accessories to charge or plug straight into the ship.
Probably not the squelch but the speaker on the VHF. These radios are famous for crapping out when getting wet.
Try listening to the weather radio VHF ch 01, 02, or 03. depending on your location and play with squelch.. Keep in mind they do make external speakers you can hook up.

This applies to all battery powered radios. Take out the battery and measure the voltage to see if it is indeed charged. If it's not, then the fault is the charger or the battery or both. If the battery voltage shows that it is fully charged, then clean the terminals on the battery and on the radio with a pencil eraser to remove any corrosion. If still no joy, then look up in your user's manual on how to do a reset. If you don't have a manual, get on the ICOM website and download one.

It's faulty filter ICOM had a bad batch of RF filters in these radios - the repair is free
