Not working until the power switch is toggled

I have this problem with my CHT-10 Velodyne subwoofe. The darn thing will not work unless I turn off the power switch and then turn the power switch back on. Then it will work for a short time as long as I have the volume turned up above low. I have an Onkyo TX-SR 606 with Jamo surround sound speakers. I recently purchased this receiver thinking the JVC receiver I had prior was bad. I have connected all my patch cords with the assistance from an Onkyo technician. My email is [email protected]. I would certainly appreciate any assistance I could get from anyone to solve this problem.

When I turn on the amplifier, the subwoofer sizzles must turn off the subwoofer and then it works cht 15 velodyne.

WELL TEST IN ON 2ND PC OR TV OR HOME AVR OR HOME STEREO SYSTEM WITH LINE OUT SUB;.
IF FAILS THERE THE SUB SPEAKER AMP IS BAD, AND USING BAD LINE IN CABLES,

NO SOURCE TOLD AT ALL
BUT IF USING THE WRONG LINE OUTPUT JACK, AND NOT FOR SUB THIS TOO FAILS.
do not use full volume as that is as loud as chains saw engine, at 115DB (ear damage warning)

Velodyne CHT 15 hums when power is on and does not seem to be working now. Was working and noticed a black residue when I wiped the port on bottom a week ago.

The power board is burned.If you know how to fix it,Try replacing it by opening the case, look for something that unusual such as burned, overheated, etc.Then replace it with new parts.
Or you can find a qualified personnel to fix this problems.

Call Velodyne, the amps are not that expensive.
