Does it happen with headphones in as well? If not, do you have a built-in-microphone? Sometimes the sound coming of the speakers can be picked up by the microphone, resulting in an echo sound. Make sure that the microphone is off (or test it by covering it up while playing some music), and quit out of any applications that are using it. If you hear it in the headphones as well, it could be a sound card problem, which means it would need replacing. If you don't hear it in the headphones, but hear it in the speakers and don't have a mic, it's either your speakers, or (more likely) your computer just doesn't get along with whatever software you're using to play movies/music.
as with most dell pc they dont use factory audio cards you need to find out what sound card your pc has and then go after the correct driver for it in my experience we have found that 99% of all hardware in dell pc's are intel except the sound card to have it detected go to dell.com and click on driver updates then install check to see what sound card manufacture it finds.
if you cant hear voice .. then it may happen that your sound driver may got corrupted or sound Card may got damaged. 1st try to update that sound driver and if this problem exists then check for your sound card.

What Your Explaining Is Sounding More And More Like Your Sound Card Is Corrupt In Accomodation To Certain Things But It May Not Be You Can Try Downloading And Installing A Sound Card From Realtek They Are Reliable And Great Sound Quality If Your Problem Still Persists See A Qualified Computer Technician That Isnt An Idiot Like The Company You Were Being Guided By. If You Do Not Wish To Back-up Your Files You Wish To Keep To Disks And Re-Install Your System Doing So Afterwards You May Need To Re-Install SP2 Sound Card Ect. I Hope This Is Of Some Help to You
