This old monitor has 2 issues.
1: it has CCFL tubes that love to burn out (backlamps)
most this old are long go, yell,dim.,blinking or DEAD.
2: push the menu button on front of mon. turn off power saver.
3: if the PC goes to sleep, or hibernete mode (parked)
then that is 100% normal
if you dont like feature then go to windows control panel
click power, ICON and turn off all monitor sleep /hibernate modes.
that assumes windows, no OS stated.
if the lamps are dead,
use flash light pointed to sceen, see data. ? bingo for bad CCFT tubes.

this old , all have
sleep in the PC x2 (sleep/hibernate both)
and sleep in the monitor. (POWER SAVER)
to diagnose any PC, this era.
turn all those off first
and and still black screens, use the flash light trick
ON NEW PC, ALL THIS IS IN THE pc ONLY NOW.
IF YOU HAVE DIM ISSUE, LONGER STORY
SURE CCFL BAD. same deal.
BUT DIM IS A feature on most laptops
1: on battery it dims
2: and has adaptive dim (dims at night (dark rooms)
and desktops don't do #1//2, and you never told the PC make or model, or even if desktop or not.
many folks use external monitor on a laptop
to get a bigger or better screen or just like it better. or the internal screen burned out long ago... as is very common on 2001 to 2010 laptop (or monitor years)
some pc has screen saver turned on
and selected to blank screen.(yes is an option)
if that is on , turn it off now.

It sounds like you have a monitor with a common problem. After a few years some LCD monitors
will blow a power supply. The problem is caused by parts called
capacitors overheating in the confined space of the monitor. If you are
good at electronics repair/soldering you can usually fix the problem. Check out a few pictures on my web site www.ccl-la.com/badcaps.htm You can take the back cover off your monitor and look for the bad parts,replace any that look like the pictures and your monitor should work
fine. The capacitors do need to be installed with the correct + and -
connections, note the stripe on the old one and insert the new one the

try booting the computer in safemode you can do this by pressing f8 continuously when the computer is booting until a menu comes up select safemode. If this is unsuccessful then the monitor has a physical issue.

Have you checked your energy saving settings? Try to set the monitor to "always on" and verfy if the problem still persists.
Also check if your monitor drivers have their own energysaving options, although i doubt it.

your back lights are going out. you need it repaired. it may be the lamps. invertors or power supply. you need to look at the power supply for damaged electronics, leaking crown capacitors. blown fuses and resistors. you need to replace them to make it work
