The display should indicate what's going on with CLIP, and why it's not showing up. You should either see an icon of a BELL, "WITHHELD" or "UNAVAILABLE". BELL = you haven't requested CLI from your carrier WITHHELD = if caller has withheld CLI from carrier UNAVAILABLE = CLI is not requested.
Do you see one of these three on the display when you receive a call?
Other than one of those reasons, I'm not sure what your issue might be.
Handsets should be able to be registered by placing them on the main base and pressing and holding the paging/registration key for 3 seconds. The batteries need to charged and discharged to condition them to maximize the batteries' life.
