The streaming and download speed cannot keep up with the playing speed of the video or music so when the buffer for the incoming data is emptied, the player has to stop until more data arrives. Depending on the player, there may be a setting for the minimum of data present in the buffer before it starts again. If the player is manually paused (by clicking on its pause button), the streaming and downloading should continue until it is completely stored in local cache and after resuming play, it should be without anymore starts and stops. However, player pausing for some type of streaming stops the incoming data stream as there is no local cache so in this situation, there is no advantage to be gained by pausing the player. The incoming speed is determined by the speed of the slowest link that the data must traverse so even if the local link is extremely fast, there may be slower or more congested parts of the internet that are acting as a throttle.
