This is easiest done if you lift up the front of the washer, and support it. Some washers will have a tension pulley to release the tension on the belt. Replace the belt, Adjust the tension on the belt so that when it is tight you can twist the belt 1/4 turn.

Charles, your engine is a interference one,and you may have damaged it or ruined it,here's a link on replacing the belt. Damage to the valves and/or pistons may resulted from belt breakage.
Identify which belts need to be replaced. If you are replacing the air conditioner belt, you may need to remove the alternator belt because of the way the belts are shared on the crankshaft pulley. As a result, some mechanics recommend replacing both belts together.
Step 2
Loosen the lock bolt for the belt you are replacing using owner's documentation. The lock bolt will be near the belt tensioner component.
Step 3
Turn the adjustment bolt to change tension on the belt. When the belt is loose enough, slip it off.
Step 4
Use your memory or a belt routing diagram to install the new belt on all pulleys.
Step 5
Adjust the adjustment bolt to replace tension on the belt. Tighten the lock bolt.
Step 6
Make sure the belt is correctly seated on all pulleys and that the ribs fit into grooves on the pulleys.
Step 7
Run the engine and check for any flapping or looseness that could indicate incorrect installation.
If it is a serpentine belt is is self adjusting. So if it is squealing then it needs replacing as it is worn out. And also possibly the tensioner needs replacing as it may not be holding sufficient tension on the belt. If it is a drive belt it more than likely still needs replacing as it will have become glazed from slipping. On a drive belt it is adjusted by loosening the mounting bracket on the A/C and moving it in a direction that tightens the belt.
Before replacing belt check the space between the drum and the front AND rear seals with your fingers for foreign objects caught there. This may make the drum too tight to turn. Belt is usually broken before it needs replacing.
Also check idler pulley next to motor and motor itself with belt off both pulleys making sure they both turn freely. I think something is binding. Check all those BEFORE replacing belt.
1. Remove the Alternator Belt. 2. Remove the Water Pump Pulley 3. Remove the Air Conditioner Belt and Power Steering Belt. 4. Remove the Crankshaft Pulley. 5. Remove the timing belt cover 6. Remove the timing belt tensioner pulley. 7. Remove the Timing Belt. 8. (If Replacing) Remove Idler Pulley. Installation is reverse of removal. Keep a close eye on the timing marks on the cam sprockets to make sure you don't knock anything out of whack.
I would strongly recommend replacing the water pump while you are replacing the timing belt. (The water pump usually comes in the timing belt kit.) Otherwise you are going to have to do this all over again when your water pump goes out. Good Luck.
