Try updating it by using your PC and a USB flash drive. Follow the instructions on the Playstation webite under the update quick click button on their main page.
Hard boot the PS3, turn off the PS3 to stand-by, flip off the back
switch and remove the power cord. Then shut off your modem/router, for
about 5 minutes, then turn the modem back up first and let it sync, then
turn the router back on(if using one) and let it sync. Reconnect your
power cable and flip the back switch up again. Then make a new network
connection.
This is an update error. You should have gotten this error while trying to update your system. The easiest way to resolve that I've found is to powercycle (unplug and leave off for about a minute) your modem/router as well as your PS3 and try updating again.
Its best you log a case with HP support. If your system is still under warranty or if you bought support along with the system, they will fix the problem for you.
Don't worry. There is a huge problem occurring right across the board at this very moment with the PSNNetwork. Some consoles are not synchronising properly due to an internal clock error which is causing problems exactly like you describe. It is expected that Sony will soon have this resolved.
