According to the Owners Manual: Circuit Breaker (Reset Button)
Your scooter is fitted with the latest in electronic controls that are programmed to protect
the electrical system from abnormal overloads. Provided for extra protection is a circuit
breaker, located on the battery pack. Should there be a situation where your scooter stops
for no apparent reason, please check that the circuit breaker has not popped.
If you have misplaced your Owners Manual, here is a link to one. It may not be the exact model you have (as, your Model # was not recognized), but they all work pretty much the same way.

My friend, you have an electrical short or overload problem, that keeps tripping the circuit breaker. It will not let you reset it it, as long as the overload problem exist . Try completely disconnecting the battery and give the electrical system and the circuit breaker time to reset itself. And look over the check list in the owners manual again. Especially, the part about the ignition key.
