I strongly suggest allowing a qualified service tech at an authorized Aerus Electrolux store take care of this. The disassembly and reassembly of the tank and cordwinder are tricky and complicated and incorrect reassembly can cause serious problems. Even to the extent of permanently damaging your vacuum, or worse, result in a shock hazard or fire.
Did you put a bag in the vacuum?
I suspect there's an improper wire connection somewhere, but there are other things that could cause this I strongly recommend taking it to an authorized Aerus Electrolux dealer and letting a trained tech check it out.
Try tilting the vacuum to about a 45 degree angle. Gently tug and release the cord a few times. This usually will release the cord. If not, the cord winder may have broken, or the spring came loose, and it needs replaced/repaired. Take it to the nearest Aerus Electrolux store for help/repair.
There are four screws under the lid, and there are two additional screws under the face plate for the controls display. You'll need a thin, flat blade screw driver to "pop" the face plate off. The two additional screws that you are looking for are deeply recessed about the bracket-nozzle park.
