Apparently Keystone Manufacturing, Buffalo, New York, the maker of Deni pressure cookers is no longer in business - meaning the company no longer has a website from which one might be able to find a download owner's manuals.
I have not found download locations for your model number of Deni pressure cookers. However, I have found Deni pressure cooker manuals in PDF format (Adobe Acrobat Reader software, free) which are 4.2 quart pressure cookers. I found on other web sites that the 9735 model is a 4.2 quart pressure cooker.
You may find one of these manuals instructive for your 9735 model (note: the models may be similar enough to yours to be useful.)

There are retailers that carry seals for just about everything so look up the google and type in and type in --silicon seal ( type in --- ring circumference and seal thickness -- to see if you get a response for seal manufacturers sites
An E4 Error for your Deni means that there is a signal switch error. Turn off the pressure cooker, un-plug, and wait for it to cool. Then, try again. If it continues to give you the E4 error I would recommend contacting the manufacturer - but, unfortunately, Deni has gone out of out business.

Keystone is the manufacture for the Cooks essentials K5963 pressure cooker. Keystone authorized Deni to sell the same product as the Deni model 9700 Pressure cooker. I found the manual on the deni site in PDF formate. This is the exact same pressure cooker with a different name on it.
