IF YOU REPLACED ALL NEW PARTS THEN I WOULD GUESS THAT IT IS NOT PUT BACK TOGETHER RIGHT SOME THING MAY BE JUST A BIT OUT OF PLACE INSIDE CAUSING IT NOT TO SEAL. TAKE APART AND PUT TOGETHER AGAIN MAKING CERTAIN THAT EVERY THING IS LINED UP RIGHT. IF STILL LEAKS I'D GET A NEW ONE.
There are two rubber o rings under the spout, one at the top and one on the bottom, Remove the handle then the nut that you will see that is in contact with the spout. Rock the spout left to right and pull up at the same time. You then can replace the O rings and make sure you put some food grade lub on the O rings. Replace all that you took off and you are god to go.
there may be under the handle is a crown nut + a plastic collar which holds down the inards there is a tool that works this. it can be gotten at hardware store.. handle usely comes off w/ 1/8 allen wrench...
Hi, Take the handle off (set screw underneath) Then turn the top off under the handle....make sure water is off... then you will find a ball with the handle stem on it....note the position of it and pull it out... under there are two wets of springs and rubber seats... pull the right side out and check the hole for a blockage...(dirt or rust) if none is visible, you may have to unhook the cold water supply hose and then blow compressed air back through the hole to remove the blockage... then reassemble...
Are you using a softener in your home? Sometimes hard water deposits can clog up the cartridges and create the problems you such described. Im not sure about the lock/button issue though since I have never used this particular Delta faucet myself, but with one problem, it can usually cause many others.
Try replacing the cartridge on the Delta faucet first, Here is a link to the replacement one from the Delta site. http://www.deltafaucet.com/repairparts/details/RP50587.html

I hope this will help please go to this web site for a downloadable parts link. If it is leaking from the spout replace the seats and springs to correct the problem. Turn water off and remove handle with a 1/8" allen wrench and remove retaining collar to access the ball assembly to remove the seats and springs.
The parts page on this link will give you a break down and hope this will help.
It sounds like the cartridge is going or is possibly loose, If you take the handle off you can try to GENTLY tighten the cartridge and see if that fixes the leak. You don't have to tighten it a lot to see if it will stop; if you over tighten you can cause the housing to split and you don't want to strip the cartridge head because you may have to remove it. Use a proper set of channel locks and apply some gentle pressure if it turns and the leak stops, great! if it doesn't then the cartridge has failed and needs replacing. Your Delta faucet is covered by a limited lifetime warranty so the part should be free. Here is the warranty and the contact information to order one. https://www.faucetdirect.com/index.cfm?page=product:warrantyPopup&uniqueId=2417692
If you are not comfortable dealing with plumbing issues I would highly recommend calling a licenced plumber. The part is free so its simply the plumbers time.
Good luck.
When you filled the water heater did you get all the air out of lines and water flowing before you turned power onto heater. It sound's like the bottom element on the heater is not working. That is if it's the same throughout the house hot then get's cold.
Check the power to the lower element and thermostat.
