Firstly you need to establish wether or not your camera is being detected by your operating system.
To do this, (assuming you are using Windows) right click on 'My computer' and select 'hardware-device manager' from the drop-down menu. You can also select 'device manager' from within 'control panel'.
Check in your device manager to see if your camera is listed. It should be listed under 'sound, video & game controllers'. If your crystal eye is listed but has a yellow dot next to it, or if there is an 'unknown device' listed with a yellow dot next to it, it means that you will need to reinstall your webcam software.

my webcam is listed in my device manager but it does not have an icon on the desktop to open it
You need a software program such as Yawcam to operate your webcam. Windows does not have bundled webcam software. You can download Yawcam and use it for free by clicking on the link below:

Click the drop-down menu on the toolbar to change the resolution. Click the gear icon to change the settings.
Click the camera icon to capture a photo. To turn off the Acer webcam, click the "X" button on the top of the window.
