Check your settings, it may be configured to print page 1 to 1. Try to set up to print from the last one to the first one that will help to solve the issue, if not, uninstall the printer software and re-install it again. HP procedure ask to install the software without connecting the printer until the software ask you t do it. Otherwise it will work with problems.
Try cleaning your print heads. The Canon utilities program has an option to run the printer for a few minutes to clean the heads. If the printer sits for a good amount of time this problem occurs. If cleaning the heads don't work chnge the ink cartridges even if they are full.
If your printing from Windows, when the print dialogue box comes up look for the option number of copies. Change that to the specified number you want to print out and then hit print.
When you ask to print the page are you asking for more the one copy? If you are there is a collate check button next to the requested sets box, in the print dialog box. Make sure its not check. Collating the print means your PC sends a copy of the file for each requested copy. IE: you print one page and ask for six copies, your PC sends the file six times, one copy of the file for each print requested.
Also because your printing from a windows application IE: Excel you should be using the PCL print driver as apposed to a PostScript print driver. The time it takes to convert the file into PostScript for the printer to process it is time consuming.

Are you setting the quantities in the driver properties or just in publisher? If so, do the changes reflect in Publishers settings after setting the quantity in properties. Does this only happen from Publisher, if so then it sounds like yet another MS issue to look into and not with the printer.
