I have one that did that. I removed the heat sink. Then cleaned off the old transfer cream from the processor and heat sink. I got some new heat transfer gel in a tube from radio shack and applied it generously to the processor. When I reinstalled it it got quiet. The heat is not transferring to the heat sink so the processor is over heating.

the OP failed to update hardware 1 part at a time.
if he had he'd know what part failed.
im guessing bad RAM.
he told the story backwards too.
if the HDD is new, there is no OS there. so... backwards.
my guess, he gut shot installed all new hardware
then got Windows 7 disk from the tooth fairy?
HP disk set, MS diskset or from hackers./ whos disks?
then installed it and failed.
ignore the fan, untill the OS works.
BIOS runs the fan hard , to keep it cool. (and regulates it)
the fix is easy
go back to no upgrades, just a new HDD. 1TB drive.
install W7, ok works ,see?
now add things 1 at a time, see where it fails now.
that is the best way.
one at a time, and activate last, when all is good.

8 G of RAM seems a great deal of RAM. Are you sure it is the right type of RAM.
Windows 7 will run perfectly on 3 GB.
Some fans can be noisey, have you cleaned the heat sink recently? Vacume the grill on the heat sink. Also somtimes when the weathe ris hot cooling fans will speed up!
If all else fails you can get fans that are quieter and you may wish to upgrade, I would recommend a fractal cooling fan.
I don't think you can install 8gb of ram into that desktop. If the processor fan is too loud check it for dust or any other obstructions. If there aren't any try replacing the fan - it could be a bearing in the fan.
