when ice forms on an evaporator unit (coil) there is an indication of internal problems with the unit. IT may occur if there is insufficient air flow ( dirty or fan speed to low ) but when this happens the thermostat just orders more gas through the tx valve and so more ice is formed then the thermostat reads it as too cold and so cuts the gas flow back by controlling the operation of the tx valve
Water from a dehumidifier will depend on the atmosphere humidity so the lower the humidity reading the less water collected
However I suggest that you have a technician check it out as the compressor start/run capacitor may be faulty and that is why the compressor is not getting hot as it may not be running properly

I have had a AD75UST0 WHIRLPOOL Dehumidifier for several years. I had mine ice up once or twice particularly on very high humidity days > 90%. Once it thawed out. I was able to remove the filter. Most likely it is due to dust getting on coils & condenser Or actually has a Freon leak. to resolve the dirty coils you can easily dissemble (that is remove front & rear cover) it to give coils and condenser a good thorough cleaning. It the coils and condenser are not at all dirty, then is not the cause of the icing. The units are typically not serviceable - i.e. a disposable small appliance.

The most common cause of frost and ice buildup on a dehumidifier is because the unit is operating in temperatures that are too cold. Many dehumidifiers are not equipped to run at temperatures below 65 degrees Fahrenheit.
To fix this problem, Position the dehumidifier in an area where there is at least one foot of clearance around the unit in order to allow for proper air circulation during its operation. Close all windows, doors and other outside openings to make sure your unit isn't attempting to remove moisture from areas outside of the immediate room. Determine the temperature of the room by checking a nearby thermostat or by using a hand-held thermometer.

Check the filter for dirt and buildup. Unplug the unit from the electrical source and check the filter by opening the filter compartment. If the filter is dirty, it will restrict airflow through the unit and lead to freezing. Soleus recommends lightly vacuuming the surface of the filter to remove dirt. The filter also can be washed in warm water if it is extremely dirty. Once clean, place the filter back in its compartment. Allow for the ice to melt and then restart your dehumidifier.

The black cylinder is the compressor. It sounds like your unit is cycling the compressor for some reason. If the compressor starts, runs fine, and removes water when you set the humidity control to the driest setting the compressor is probably OK and the problem may be with the humidity control causing the dehumidifier to "short cycle" for some reason. You may need to change the humidity control or relocate the dehumidifier in your crawl space.
If the compressor attempts to start, and then sits quiet for 10 minutes, and then attempts to start again, you have a problem with the dehumidifier. There are a few things that can cause this problem:
Low refrigerant charge
Bad compressor capacitor
Bad compressor overload
Plugged capillary tube or broken expansion valve

It may be that the humidity level or temperature in the room where your dehumidifier is located is too low.

When the outdoor temperature is below 50 F, the indoor air will be dry even when the air inside is warm, therefore when it's cold outside the dehumidifier may collect little or no water.

Air conditioners will also remove moisture from the room, even if it's hot and humid outside, resulting in little or no moisture collecting in the dehumidifier bucket.

Some dehumidifiers have a deicer which turns off the compressor but keeps the fan running. When the compressor is off, moisture is not removed from the air. The deicer turns off the compressor when the room temperature is cold.

Some dehumidifiers do not have a deicer. If the room temperature is low enough, ice may form on the evaporator coil. The ice prevents the dehumidifier from removing and collecting water. If ice forms on coils, unplug dehumidifier until ice melts and room temperature rises.

The filter (on some models) may be dirty or clogged. If so, clean the filter. For instructions on cleaning the filter.

Check your filter, indoor coil and blower wheel to see if they are dirty, if they are they need to be cleaned, if not then you are probably low on refrigerant or Blower speed to low. If the blower doesn’t run when you turn the switch to on then you need to check the blower out, especially the capacitor.

if the filter is clean than it most likely is low on freon with the right tools you could add freon

MAKE SURE THERE IS NO ICE FORMING ON COILS IF U CAN SEE THEM. IF IN BASEMENT,
SURROUNDING TEMP MUST BE ABOVE APPROX 60 DEG. ALSO, TRY ADJUSTING THERMOSTAT

Most dehumidifiers need warmer air to work properly. The temperature in a basement is usually 60 - 65F; too cool for standard models. You could buy a "basement" dehumidifier. They're designed to work at lower temperatures; some as low as 40 F. Costs are about the same as a standard dehumidifier; you just have to find it.

For a cheap fix, try this; it seems to be working for me.

Since the condensate coil (the one icing up) is cold, the air entering it is too cool and the condensate frosts up the coil. Additional condensate freezes to the frost and before you know it, you've got a block of ice. Since the air coming out of the front is very warm take a large piece of cardboard around 6' x 3') and form a V. Placed it in front of the dehumidifier so it channels some of the warm air back to the rear where it warms the moist air up before it hits the cooling fins. It's helped keep the ice down.

If you want something attractive, any screen that redirects some of the air back to the rear will work. Just leave the top open so it doesn't get too hot and the some of the drier air gets out into the room.
