First check the seat switch,make sure it is plugged in tightly, these plugs have a safety tab built into them that will cut the engine off if you unhook it,sometimes the plug latch pulls out slightly and this will cut the engine, There are two other switches in the system one on the foot clutch and on on the mower clutch, if you follow the white wire from you ignition switch it will lead you to both of them,check those connections also.

the brake caliper is rusted closed causing the pads to stay enguaged, dissasemble the brake caliper and remove the 2 pins and de-rust them with emory cloth. reinstall them with anti-seze and reasemble the brake caliper back onto the transmission should be good to go!

It sounds like the seat switch is not working. This switch must be made by a person sitting in the seat for the brake to be released or for the blades to be engaged. It is possible to start the mower with the switch open.

The ignition switch takes the coil grounding wire to earth to cut the motor, so there is either a problem with the ignition switch or a break in the earth wire ( check the conections down by the engine ) to check the system run the machine with the deck engaged lift yourself out of the seat, if the engine stops it will be more than likly the ignition switch playing up, if it does not shut down there is a wiring issue.
