Will the TV tunr on using the front panel power switch?
Need to narow down the problem first. TV has IR receiver on the front panel to receive the signals from the remote, so it can be bad also.
Is this the original remote or it is one those that you need to program for your TV Model, it sounds like the remote is putting out the IR signals OK.

the factory to operate an RCA TV, a Toshiba DVD player, and a Motorola
cable box.To control devices other than the default brands,perform the following

NOTE: If the LED did not blink twice, repeat steps 2 through 4 and enter
the same code again.
