possible flasher unit, in or near the fuse box.. does click sound when you push lever up or down, also if emergency lights do not flash but come on then first thing to replace is the flasher unit.. not very expensive and easy to replace, after that it is possible the signal lever is bad.. more involved work but can be done.
This sounds like your turn signal relay is sticking. If it is sticking it does not matter the position of your turn signal arm. Check the relay. It will be in your fuse box under the hood.
Pull the steering wheel and clean the turn signal switch and look for broken parts. If that doesn't fix it, then replace the turn signal wand on the steering column.
