Pull tray out load a couple sheets look underneath and see if paper is lifted up when closing paper drawer. If the paper is not raised to the up position you have broken the tray lift mechanism and it is not worth fixing. You can jam an eraser underneath the tray to manually raise the tray to do a dodgy fix.

I tried most of the suggested fix with no luck. My last resort, I removed the toner cartridge, removed the toner half and opened the clip holding the drum. I slide the rod out carefully removing BUT remembering how things are inserted on both sides. (PREPARE: rubber globes, isopropyl 99% alcohol, 4 cotton balls and clean brush). The drum is light sensitive so do not exposee it to direct sunlight. I used the cotton balls with 99% isopropyl alcohol to clean the drum, set it standing up leaning just the top part to a wall or box. Clean the rest with brush. After assembly back, use the q-tip on iso. alcohol and clean the corona string (its the part where you slide the blue slider suggested by others). OR just ignore everything and buy a new set of toner drum assy. THIS IS THE ONLY THING THAT FIXED MY HL-2040.
