I'm assuming your Aspire One came with Windows 7 Starter. Starter does not allow changing of wallpaper, but there are hacks out there that will allow you to do so.
You must understand that, technically, the EULA (license) for Starter prohibits you from working around this "by design" provision. However, that said, here is the link to a piece of software that will allow you to change the wallpaper. I have seen it used and it works, and it did not have any infections in it. I cannot vouch for the condition of the file at this point in time, however. You're on your own.

Yes you can. Right click on an empty spot on your desktop. In the flyout window it will say - depending on which operating system you have ie windows vista - "personalize" or graphic properties etc. Click there. If you get the right one ie "personalize" in vista you will see "desktop background" on the list. Click on it. Then you can pick the picture/wallpaper you wish to have on your desktop.
You can also get to the same place by going through CONTROL PANEL and clicking on PERSONALIZE and change it on DESKTOP BACKGROUND there.

Yes you can change the wallpaper.
Go to Control Panel - Display - click on Desktop tab and then select the background image you like and click Apply.
You might have Windows 7 Starter, please be advised that Windows
7 Starter does not include Personalization feature for changing desktop background, window colors, or sound schemes.
However,
there is a solution for the desktop wall paper for Windows 7 Starter. You have to deal with the Registry. Please read my notes below.
