Check to make sure you have no restrictions in the drain hose, and it has a loop in the hose like a horse shoe where the highest point of the hose loop is about in the middle of the drum. Shake the hose and listen for coins or foreign objects to make sure it is clean. Do you hear the pump motor during the drain cycle? Unplug the unit and remove the hose clamp next to the coin catch which looks like a rubber boot. Make sure the coin catch is clean and the impeller on the pump can move freely. If the impeller cannot move order a pump ($60.00). Last you will need to check to see if you have voltage on the pump during the drain cycle. If you do not order a pump and replace it.

looks like you have a defective motor or a leaked load capacitor .....you need to get the motor rewired....or get a new motor for your washer..... have the capacitor checked....
but ya the issue is 1 of the 2....faulty cap/motor

Sounds like the suspension for the drum is having problems - there are usually springs holding the drum up and acting as shocks - one of the springs may have come off during an unbalanced load.
