This CD Player including SL-PG460 / 470 / 490 / 560 / 570 / 580 and so on uses the very unreliable Philips CDM 12.1 Laser and is most likely dead!
This laser is well documented on its reliability issues and Philips became aware of this and produced a revised version called a VAM1201 / VAM1202 etc.

You may have gotten hosed by the seller. Until you get it to play with a commercial music CD I wouldn't try anything non-standard or home-grown. It doesn't play anything but CD-A music so MP3 and AVI discs would not be recognized anyway.
