However, the maximum usable resolution is 1152 x 864 pixels at 75 Hz. Maximum usable resolution signifies the maximum resolution supported by a monitor at a refresh rate of 75 Hz or better. Though 85 Hz is an ideal refresh rate, 75 Hz is the lower limit. Theres a board behind the lcd and when that doesn't process the voltage properly it can cause the screen to flicker. White lines across the screen means the screen is going bad. At this point unless your monitor is under warranty, go ahead and replace it.
Your onboard video card is going bad on you computer. Some shops may sale an external video device which can be installed in place of your onboard video and it will fix your problem. Average costs aer about $50. Before you try YET ANOTHEr monitor, please try to hook the computer up to a tv to see if the problem pesists, if so, it is time for the above video adapter
White line you see running through your LCD monitor is a line of dead pixels. To fix this problem, you will have to get your monitor serviced or, if the monitor is new, replaced.
Your Bulb is DUE, you need to change it, Don't do it your self contains mercury. Your LCD is good IF you do not have bad PIXELS. This white and pink lines shows as pixel problem but it migth also short on LCD, if you placed something heavy on Laptop. You may remove and sent the LCD for repair or all laptop to tech.

normally the 19" resolution can support up to 1280*1024, but if it comes with vertical lines in full screen, it might indicate the panel is no longer to work and probably it's time to replace new one.
Most LCD monitors have a default refresh rate of 60 Hz. Older monitors also have limited resolution. Please check your display settings and ensure you're not using a refresh rate higher than 60, or a resolution higher than what it supports. If either one is the case, you're lucky the LCD still works.
No, it is not the electricity in your house, I had the same problem. Send it back to Samsung and get a new one. I have had to send my monitor back 4 times!
