It's likely a harder, heat resistant type of plastic and the breadmaker does not get hot enough to cause the paddle to release any toxic chemicals.

Try soaking it in olive oil overnight and apply some to the bottom, see if it frees up the paddles.

No, there is nothing wrong with your bread maker. The paddle is supposed to be somewhat loose so you can remove it after baking for cleaning. Don't worry your paddle and breadmaker are fine.

You may be able to order a paddle for your Black & Decker B1561 Bread Maker from this site:

Here's the website used by B&D for their Care & Use manuals - just click on it, and you can download the PDF file, so you'll always be able to have a backup copy. Just scroll down a few pages, or use the "find" function on your browser to go right to it - use "bread" or "b2005" as the search criteria.
