You most likely accidentally positioned it off screen as the recycle bin cannot be deleted. What you need to do is right click on the blank desktop and click "arrange icons". This will re-sort all of your icons (including the recycle bin) and your recycle bin should reappear. If you (or someone else) has gone into the system settings and removed the recycle bin from the desktop, then you'll have to follow the following procedure:

Right click on the desktop
Choose Personalize
In the personalize window, look on the left column and you'll see Change desktop icons.
Click on Change desktop icons
Make sure a checkmark is placed beside the Recycle Bin
Click OK

Right click on your desktop and select and select 'Personalize'. In the window that comes up on the left hand side under tasks select, 'change desktop icons'. This will launch yet another window. In this final window make sure there is a checkmark in the box for Recycle Bin. If there is a check, un-check and recheck it. Click apply at the bottom of the page and that should fix it.

Here's how to get it back. Right click on the desktop then click Personalize, once there click on the top of left pane on Change Desktop Icons. Here you can choose which icons you want to appear on the desktop, just tick next to Recycle Bin and click OK.

Windows Vista Ultimate: Recycle Bin

If you find that when your Recycle Bin does not refresh but shows the same icon, irrespective of whether it is empty or full, here are some trouble-shooting steps you can try. Hopefully, one of these 5, should help you. 1) Check if you have installed any Theme or an Icon Package, and see if uninstalling it makes the problem go away. if so then the problem is in the Theme or Package. Also try switching the theme to Windows Classic theme and them back to Vista Aero default. 2) Right-click Desktop > Personalize > Change desktop icons > Disable / Uncheck Recycle Bin. Then click Restore Defaults. Click OK. Reboot. Now using the same method Enable /Check Recycle Bin, then restore defaults. Click OK. Refresh Desktop. 3) In the 'Desktop Icons settings' Dialog Box, check on Recycle Bin.
Then click on the ‘Recycle Bin Empty’ icon.
Click on 'Change Icon' tab.
rom the new box which opens, select the icon that shows the 'Recycle Bin Full'.
Do the same for 'Recycle Bin Full' icon.
Change it to 'Recycle Bin Empty' icon.
Now click Apply.
Now check whether, when the Recycle Bin is full, the empty-icon show. And vice versa.
If it does, go back and again change back the icons, to what they should be, using the same procedure, mentioned above. 4) Use the Group Policy Object Editor.
Type gpedit.msc in Vista's Start Menu Search bar and hit enter.
User Configuration > Administrative Templates > Desktop > Remove Recycle Bin icon from desktop > Double click on it > Enable > Apply Reboot.
Next, follow the same above-mentioned steps. But this time instead of 'Enable' select 'Not Configured.
See if it helps. 5) Repair or Re-build the Icon Cache. For this the easiest way would be to download and use TuneUp Utilities or Stardocks Icon Packager. They are not freeware, but you can use the trial versions to get your job done.

I deleted the recycle icon by accident i would like to get it back please?

Assuming you didn’t turn off all your desktop icons (right-click your desktop, choose View from the menu, and choose Show Desktop Icons if it doesn’t have a check next to it, which will turn them back on), it’s easy to get back, so stop your sweating and follow these simple steps.
  1. Right-click on your desktop and choose Personalize
    delrb1.jpg
  2. Click on the Change Desktop Icons link in the upper left hand corner
    delrb2.jpg
  3. In the Desktop Icons Settings window, check the Recycle Bin box and click OK

WORKAROUND in case the above does not work loadTOCNode(1, 'workaround'); If you cannot restore the Recycle Bin by using the resolutions that are listed in this article, work around this issue by creating a shortcut to the Recycle Bin: 1. Click Start, and then click My Computer. 2. On the Tools menu, click Folder Options. 3. Click the View tab, and then click to clear the Hide protected operating system files (Recommended) check box. 4. Click Yes when the warning message appears, and then click OK to close the Folder Options dialog box. 5. Click Folders on the toolbar.

Note If Folders is not visible on the toolbar, point to Toolbars on the View menu, and then click Standard Buttons. 6. In the left pane, under Folders, locate the Recycle Bin folder, and then drag the Recycle Bin folder to the desktop. 7. On the Tools menu, click Folder Options. 8. Click the View tab, and then click to select the Hide protected operating system files (Recommended) check box. Click OK.Note This procedure does not re-create the original icon. However, this procedure restores most of the features of the Recycle Bin, including the following: • Delete a file by dragging it to the Recycle Bin icon on your Desktop. • Retrieve a file that you deleted by double-clicking the Recycle Bin icon on your Desktop, right-clicking the file that you want to retrieve, and then clicking Restore. • Empty the Recycle Bin by right-clicking the Recycle Bin icon on your Desktop, and then clicking Empty Recycle Bin. When you use these step to work around the problem, you cannot right-click the Recycle Bin shortcut to access the Recycle Bin Properties. To set properties for the Recycle Bin, follow these steps: 1. Double-click the Recycle Bin shortcut on the Desktop. The Recycle Bin folder opens. 2. In the upper left corner of the Recycle Bin folder, right-click the Recycle Bin icon, and then click Properties.
