I turn on my dell and the lights above the keys flash from side to side like it is going to power up but then the screen stays blank and you hear a reverb/clicking noise come from the computer speakers. any ideas on what type of problem i am having?

Try this to see if can give us some codes with it's on board diagnostics. Hold down the function button of your laptop and then the power button while still holding down the Fn/Function button on the left side of the keyboard. See if this gives you either an error message on your screen or, flashing lights above your keyboard. Pay attention, write down what lights where lit up what ones flashed, etc. This is to diagnose if the LCD isn't working. Comment back if you get either the light code or the error code on the screen. IF nothing happens try holding the Fn/Function button on the left side of keyboard and holding the F4 button, see if that makes any lights flash above your keyboard.
Since it sounds like an issue with the Power first try to release flea power.Disconnect the charger,remove battery,press and hold down the power button for 30 seconds.Reconnect the battery and charger.Turn on system and check if it turns on. From your description your backlight is going out. The fluorescent light when it begins to burn out tries to draw too much power. try to start your pc in safemode with vga mode with thjis faulty monitor

start pc (powerr on)
then continuously press F8 key then it will show you boot menu
select safemode with command prompt
then if it show desktop on screen this means your monitor is having problem with resolution try to downgrade your monitor's resolution
rightclik on desktopgo to properties
select settings
here you can find screen resolution make it to 800X 600 just for one time
then restart your pc it will auto select proper screen resolution
