This is caused by mywebs free screensaver program -
1. Go to Control Panel > Add & Remove Programs > Look for MyWebSearch and uninstall it.
2. Go to run, type in MSCONFIG and go to startup and uncheck the link that says c:\progra~1\mywebs~1\bar\1.bin\m3plugin.dll and the problem will go away.

You can also try this:
1. Go to Program Files > MyWebSearch > Bar
2. Explore each folder and look for M3PLUGIN.DLL file
3. Copy the file to xxx.bin folder or to the location specified in the error message.
4. Re-start the PC
Go to Start > Control Panel > Add / Remove Programs and uninstall any of the following malware/spyware/adware programs if you find them listed
