Jean, there's little information in your query, so I'll have to guess...

Many "microwave hood" combinations can be used as "recirculating" or as actual exhaust. It sounds like yours is set to recirculate. I don't know what make/model you have, but you might look in the documentation that came with it for how to switch it over.

Contact Baumatic and ask if they have a "drop-in replacement".
Their contact information will be on your owner's manual or the dealer where you bought it should know.

Remove the main power for about few hours and then plug the unit while you press the Start/Stop button. If the panel still blinks around, check for any traces of moisture on the panel. if so dry and check. If not the processor is having some errors which needs to be checked from within and requires Tech help.

Sounds like the lamp has failed and maybe damaged the power switch. This, if installed correctly, will be fed from either a fused plug or a fused spur.
If it has been fitted incorrectly, no idea.
