I have a treadmill that is about 10 years old but has had low usage.
It runs but when you are on the belt it slows down then speeds back up.
When you are not on it it stays constatnt speed.
I have checked the potentiometer slide control and it measures resistance correctly.
I'm guessiing maybe its the motor but how do I know for sure?

You have a friction problem between your belt and deck. A treadmill of this age either came with a waxed deck, or requires periodic silicone lubricant spray on the deck. You can check your owners manual to see which type of surface your machine has. Typical belt life on a consumer grade treadmill is about 2 to 3 years. If you purchase a new belt from the manufacturer it will come pre-lubricated.
Have you tried lubricating all the bearings and bushings? Oil the bushings on the motor shaft on both end if possible. Lubricate all the bushings or bearings in the rollers under the track also. Use a light oil like 10w 30. It sounds to me like the original lubricant dried out and is causing the resistance exactly what it should reduce. Get back to me and let me know how you make out.
