Laptop does not initiate windows 7, it seemingly boots ok until the windows 7 black screen but then it crashes with a blue screen and immediatly reboots, i cant see the blue screen message as it reboots too quickly

If you can boot to safe mode, but do not get anything on the screen, try pressing CTRL+SHIFT+ESC to bring up task manager. See if anything is running. If you don't have anything, it could be that you need to start explorer.exe. You may need to pull your hard drive, backup your files and reload the OS.
Which windows OS are you using? windows xp, 7 or 8? Anyway the problem might be corrupted installation CD. If you install windows on other computer using this CD, so if CD is OK, then start your laptop and press F8 repeatedly until Windows Advanced Boot Options appears. Then choose automatic restart on system failure. This option will allow you to see Blue Screen Of Death and to understand what causes a problem.
Try a roll back of the Graphics driver. Have you done any Graphic Updates? Install the driver from the DELL or Windows Update website. Does it work with a external monitor? When you boot in safe mode your machine uses the Basis graphics driver. Is the monitor OK when you boot in safe mode?
The windows files are corrupted or the hard drive has issues, load cd installation disc if available, if that fails have the hardware checked for possible replacement.
Just press and hold F8 on startup (before the Windows logo appears). You should get the screen with the title Advanced Boot Options and the following menu. (which I get on my Gateway NV5915h)

Boot into safe mode by pressing F8 repeatedly as the computer boots until you get to the advanced start up menu. Choose safe mode and either roll back your video driver or use a system restore point.
