Maytag ceramic top stove with the double oven, two small burners don't get hot anymore can I fix myself and how?

It is simple . Before the process make sure the the power is off .. There screws on the back after removing them you can lift the top n easily remove the none working ones . You can buy the spear ones online or local shop . I have done it myself or search YouTube with model number youse come a cross with repair option . Good luck .

On My one deck it wont switch from 33 rpm, to 44 anymore, is this hard to fix, or can i do it myself, and if i can do it myself, what should i do?

This unit is a direct drive unit which means that the speed is controlled electronically. A determination fo the cause for the behavior is required. This is not a DIY repair. There are feedback loop circuits as well as "driver" circuits, either of which could be the source of the problem. The parts required for this repair should not be expensive (under $25). I would suggest that you seek professional assistance for this repair.

Dryer gets hot when not running

Getting hot when not started is a great concern.
I have a few ideas why, but this is a fire hazard and I would suggest unplugging and either getting help or replacing.
That said, there here are a few suggestions.
1) if the element is shorted to ground, it will get power to one side of the element and heat though ground. This, again, is serious.
2) if it heats forever and doesn't get warm enough to dry, this is another indication of an element that is not working up to power. Not getting 230 across the entire element and not getting hot enough to dry.
3) Many times when a dryer runs too long, the air flow if blocked by the vent being plugged or some plug withing the dryer itself.

Again, I am very concerned about this problem and suggest you not use it until it is repaired. If you want to check the element, it is fairly easy, but unit will need disassembled.
