It might be a belt. Some models have a belt and some do not. If it doesn't pickup dirt from a hard surface floor it may be clogged. If the brush roll isn't turning it won't work very well on carpet.
Possibly ur battery has gone bad or u may just have a loose connection sumwhere. Cud even be dirt on the contacts actually. Unplug from mains so it's not live with 240v an give the contact a gentle clean an if u have any fine sandpaper just scratch it across surface few times. Helps to make a better cleaner contact connection

With plenty of light, look to see where the part that moves would be stuck. Dirt, hair, grime, and dust get caught, causing just what you are describing. Without seeing it, I will guess a simple cleaning of this will address and deliver a solution. Hair that gets stuck in turning brushes can be pried away with a stiff brush (old toothbrush).

Make sure that the filter is completely dry before you reinsert it. If not, it will mildew, emitting a horrible smell. When you clean your cylinder, you must wait for at least three to four days to make sure that it is completely dry.
You can take a Febreze sheet and put it into the canister/dirt bin where the dirt spins around. It'll spin around whilst you vacuum your house and it'll spread the fragrance through the vacuum and hopefully get rid of the smell for you.
You can also blow out the cyclone with an air compressor or a leaf blower by opening the bin door on the bottom of the dirt bin and blowing up the cyclone in the middle - perhaps there is something lodged up there that is causing the foul odor.
