Usually production comp[anies such as GE often have links on their websites where you can download user manuals and programming manuals for their devices. Although apart from GE support site there are loads of 3rd party sites which stock user manuals and programming manuals online all you have to do is search the web through google and add user manual tpo the search.

Your system must have been rebranded by GE since their page for telephone manuals doesn't have the number listed you gave:
GE Phone manuals
In case you made an error in the model number, you should be able to find your manual there.

I just programmed my phone of the same exact model, I was searching on Google for a solution so I thought I'd share it with you. GE does not have a manual on their website for that model, but I went to the manual of a similar model (27940DC1) that has a manual, http://www.home-electronics.net/ge/pc/IB/27940DC1_IB.pdf . The procedure is exactly the same. I was able to program my new voicemail number in with no problem. Good luck!
