did you check the voltage? the machine will run on 110 volts, but you need 220 volts to make it heat..The thing to check is the voltage..I have seen circuit breakers do this. The motor itself can keep the heater off. If you have a ohm meter . check the red leads on the motor itself..remove the red wires and only check where the red wires connect to the motor. If you get a reading its ok, if not, the motor switch is bad, but, its best to replace motor.
Its possible, after checking the above, that you can't still find the problem. Then, double check that you have 110 volts between,L1 and N and 110volts on L2 and N on the terminal block in the dryer where power cord attaches...i have seen the power cord go bad as well....The timer itself can cause this same problem. This is the last thing that I can think of that could keep your dryer not heating, that is if everything else has been checked and double checked.
