If everything cooks as normal but the turntable does not turn then I would say that either the turntable motor has failed or the supply for the motor, either way this is not a problem you could fix yourself & so I would recommend taking to a microwave repair centre or service engineer.
Remove the glass turntable, then the roller ring. Then seta glas of water in the unit and turn it on for 5 to 10 seconds. Look through the door window and see if the drive hub is rotating. If it is, then check the underside of the glass table to match up the drive hub. If it isn't turming, the drive, then it is internal and should have a 1 yr warrantee minimum. Remember, the, the turntable and drive must engage each other and the roller ring in place. Good Luck, and let me know please. The turntable system
consists of the motor, the coupler, the turntable support with rollers,
and the tray.
You can see and hear a video of how a turntable motor should
sound when you rotate it by hand.
If
yours is not set to be off via the control panel, and it won't rotate
or it sounds like it's grinding, etc., you may have a bad motor or
plastic coupler.
To
replace either, you need to unplug power, then remove the bottom cover
of the oven.

The turntable is a seperate intenty from the microwave itself, I would presume that the switch that turns off the turntable when the door is opened needs replacement.
2 fuses in a panasonic does not sound enough.
have you checked the main incoming power protection fuse normally 10amp or higher.
most panasonics have approx 4 fuses so keep on looking
