Hi Cindy,
my phone does not ring for incoming calls. but i notices that when the power is off it rings. when the power is on it doesnot ring. further i tried calling with my mobile and there was no rings or any indication of an in coming call. but when i lift the receiver the call gets connected. i put it to do not disturb "dnd" mode and it does not go the the answering machine as well. please help.
SOURCE: No ring on handset
It may have lost the link to the base unit. Make a note of all the personal details, stored number, etc., then reset the handset. Do this by pressing the spanner button until the display changes, then press and hold the 'R' (delete) button until the handset resets. You'll have to set it up again, but at least it will link.
Spanner then 1 for ringtone, CID for volume.
Spanner then 2 for keypad bleep, 1=off, 2=on.
both cases press spanner to confirm changes.
SOURCE: rings only 3 times then message
I did not see what model uniden phone you have. check here for a manual http://www.uniden.com/index/manuals_results.cfm?cat=1

SOURCE: INCOMING CALLS
Not sure it this is a solution for ALL your problems, but...
I had a similar issue: Phone rings, caller ID info displays then seems to hesitate, then displays only "INCOMING CALL."
The issue seemed to be caused by interference with other devices on the same line (in my case, an alarm system).
Tech support had me change a setting on my TRU9466 base unit (this is one of the PowerMax 5.8ghz models). This is how we did it step-by-step on the base unit:
MENU
GLOBAL SETUP
IN-USE LINE SETUP
select LINE 1
switch to TYPE B
This seems to have solved the Caller ID "interference" issue -- my Caller ID now displays as it should. The Tech Support person suggested trying that TYPE A/TYPE B setting on "OFF" if TYPE B didn't solve the problem, but thankfully, it did.
Now Cheryl, it sounds like your issue is more involved than this -- I didn't have any connection problems -- but perhaps they're related -- you might try my solution.

Usually answered in minutes!
same problem with cxa15698 uniden. and since it doesn't ring, answering machine doesn't answer either. Other phones work fine. Problem
Not fixed when connecting direct to our phone service line, BUT, it did work like new when connected to neighbors house phone line. Since we ruled out our house wiring/phone jacks, we called att to send out a tech. Do we need a filter??? We'll find out next week.
