Yes you can repaint it. Use an epoxy based paint and clean the metalwork with sand paper first.
The only health question is if you get the flaking paint in your food - yuk!

The metal is showing inside. The white coating is pealing. Is this dangerous?

The peeling of the white coating inside of the microwave oven is dangerous in terms of creating a fire hazard and potentially contaminating the food you cook within it. This can be prevented by cleaning up all splatters and spills immediately before using the microwave oven again. You can fix the peeling by replacing the microwave oven or repairing it. To repair it, you will have to remove the peeling coating and then repaint the interior of the microwave with paint that is designed for microwaves in general. Though, if you do this, you will have to let the paint dry up for at least 24 hours. I hope this helps you!

Inside of microwave top peeling and blistering

If it's paint peeling, then once that paint is gone, rust will set in, which can cause arcing and disintegration of the chassis, when ruins the oven.

This peeling is usually the result of excess moisture accumulating in the oven due to blocked air vents or poor fan circulation.

Once those two issues have been ruled out or dealt with, then always be sure to dry out or leave the microwave open after use.

The peeling paint will need to be removed, then the area should be sanded.

Then you can apply some high-temperature appliance paint, available from places like Wal-Mart, Lowe's or Builder's Square.

The microwave oven coating is peeling and exposing rust spots. what can I do to fix this? Do I need a professional repair person?

No this is something you can repair yourself. Take sandpaper and gently rub rust spots until smooth. Then you need to get ceramic touch-up paint and repaint rust spots.

Paint inside microwave oven bottom is peeling

The oven cavity will probably start to rust where the paint is gone. If you're up to it, sand it and paint it with a color that matches the interior color. Other then colors, there is nothing special about paint inside a microwave.

The only real danger is if it continues, it can deteriorate the metal, allowing sparking and possible leakage.

It's a good idea to clean, sand, clean again and repaint the area.
