That particular jet is probably clogged.
You can find special cleaners NON ABRASIVE at your local hardware stores.
Be sure to tell them what cleaners you are looking for to make sure it is a non-abrasive type.

Probably control panel or if there are separate pumps for each side, that side's pump probably doesn't have a relay working with bad switch from the control panel.

You should be able to remove the access panel and just disconnect, and cap the hose that is connected to the pump for the jets and then cap the pump nipple, where the hose connects.
This would likely be easier than trying to locate multiple caps to plug the jet holes in the tub.
once a jet face has fallen out of a hot tub that means the insert has failed and is broken. you will need to locate a new jet insert. Jet inserts have little tabs on them that hold them in place and when they get worn out the jet face will fall out into the tub.
Due to your tub setting for a long period of time, you have a simple air lock in the jet hoses. Find the pump - locate the jet farthest from the pump and using a funnel slowly pour water in that jet until water starts coming out of the other jets. Turn you tub on it should work fine. If this does not solve your problem you may have to loosen the top hose at the pump and allow the air to escape while being replaced by the water you are pouring in
check the face of the jet trim to make sure it is turned on. most jets today turn clockwise and counter clockwise to turn the water on/off on each jet.
it sounds like the pump relay may be stuck closed. Also check the temp readout, if it thinks the water is too hot it will try to cool the water by running the jets and sometimes the blower as well.
